西南交通大学面向海内外公开招聘部分院长(处长、主任等)公告

西南交通大学始建于1896年,曾先后定名为“山海关北洋铁路官学堂”、“唐山交通大学”、“唐山铁道学院”等,是中国近代建校最早的高等学府之一。学校是教育部直属的国家首批“211工程”重点建设高校和“985优势学科创新平台”重点建设高校。

当前,学校正大力实施人才强校主战略、国际化战略和数字化战略,为适应建设具有交通特色的多学科协调发展的高水平研究型大学的需要,现面向海内外公开招聘部分中层干部。公告如下:

二、应聘条件

1.在学科领域具有重要的学术影响和较高的知名度。具有博士学位(有重大科技成果或重要学术成就者可放宽)、教授职务(或国外著名高校进入终身系列的副教授);

2.熟悉高等教育规律,了解国内外高等教育情况,有较丰富的管理经验和较好的组织协调能力;曾在著名大学的院(系)、研究所或实验室担任过领导职务者优先;

3.有国际教育背景、国际化的学术视野和引领相关学科领域发展的思路;

4.具有良好的个人品质、职业道德、创新意识和团队精神;

5.具有正常履行职责的身体条件。

6.年龄不超过50周岁,特别优秀者可适当放宽。

三、岗位职责

1.上海研究院院长、绵阳研究院院长、唐山研究院院长:主持研究院全面工作,按照学校的要求制定与所在地的产学研合作方式,与学校 其他管理部门和科研教学单位密切协作,综合调度和整体运作学校有关学科、学术、人才、成果资源,完成跨学科、跨部门的综合性任务;以所在地为基地做好科学 研究、人才培养、产学研合作、对外联络等工作。

2.教师发展中心主任:主持中心全面工作,制定全校教师职业发展战略;培训、研究、评估、咨询、协调学校相关教学资源,为教师教学 理念的更新,教学水平和教学能力的提升,提供学习和交流的平台;为教师职业发展提供支持与服务,做好教师教学技能培训、教育教学研究、教学质量评估、教学 资源建设、区域咨询服务与国际交流合作等工作。

3.国际教育学院院长:主持学院全面工作,负责学校涉外办学、汉语言推广以及出国留学培训等工作;负责中外合作办学及其他涉外办学 项目与机构的规划、管理、服务、监督;负责孔子学院及相关项目的开发、申建与运行管理;负责学校“教育部出国留学培训与研究中心”的建设与管理,并依托各 类教育资源开展出国留学培训及研究;负责涉外考点的申建、管理及考试培训;负责与境内外合作办学机构的联络、交流与协调等工作。

4.国际合作与交流处处长:主持国际合作与交流处全面工作,负责学校国际化发展战略和归口管理;制定国际化政策、策划重要国际化项目;负责组织学校高端访问;负责策划提高学校国内外影响的重要国际化活动等工作。

5.人事处处长:主持人事处全面工作,协调学校有关部门,建设高水平的专业技术、管理与工勤技能队伍;建立并完善考核、考评体系, 健全激励保障机制,促进学校教学、科研与学科发展;负责学校师资队伍建设,组织开展各级专家和人才项目的推荐、申报和管理;负责学校的机构编制核定和全校 各类岗位设置,制定和补充完善学校人事管理制度;负责并组织实施全校各类人员的岗位聘任;组织实施全校专业技术职务的评聘;负责人才引进和各类人员招聘; 牵头主持学校“校院两级管理”和收入分配体制改革,健全绩效考评体系等工作。

6. 战略发展处处长:主持战略发展处全面工作,负责学校发展战略、重大问题和重要政策以及相关行业技术与政策发展研究;负责制定学校中长期发展规划,并开展年 度综合数据统计分析、相关评估及考核;负责指导制定学校专项规划和教学科研单位分类规划;负责国家教育体制改革试点项目等重大教育专项的组织申报和统筹实 施;负责学校重大决策事项的专项调查研究和方案论证;配合师资队伍建设、创新团队申建等工作。

7.生命科学与工程学院副院长:协助院长做好学院的教学、科研、学科建设、高层次人才引进、师资队伍建设、国际交流和行政管理等工作。

四、聘期

首聘期限为4年。到期后视工作情况商定是否续聘。

五、待遇

1.提供与受聘者学术业绩、岗位职责相对应的优厚待遇;

2.若为“国家杰出青年基金”获得者、“长江学者”、国家“****”入选者等,则按照西南交通大学高层次人才引进条件提供相应待遇。

Deans(Director) Recruitment in Southwest Jiaotong University

Founded in 1896, Southwest Jiaotong University (SWJTU), also known as the Imperial Chinese Railway College, Tangshan Jiaotong University and Tangshan Railway Institute, is one among the earliest Chinese institutions of higher education. The University is China’s prestigious university and listed in the state-level group of the “211 Project universities” and the “985 Project Innovation Platform on Rail Transit & Transportation” under the State Government.

To fulfill the demands for developing a top-class multi-disciplinary and research-oriented university with dominant characteristics in traffic and transportation, SWJTU now is inviting applications from domestic and overseas talents to fill the dean(director) vacancies of the following positions.

II.Qualifications

1. Doctoral degree (exception for those with outstanding academic and research achievements); full professor or associate professors (tenure) in prestigious foreign universities; significant academic impacts in their research or academic fields.

2. Be familiar with higher education principles and the status higher education all over world; abundant management experience, good coordination ability and interpersonal skills; leadship experience in prestigious universities, institutes or laboratories are preferred.

3. International education background and internationalized academic vision; ability for leading the development of the disciplines.

4. Excellent personality and professional ethic; innovation consciousness; team spirit.

5. Good health.

6. Less than 50 years old (relievable for outstanding candidates).

III.Responsibilities

1. Director of Shanghai Institute, Director of Mianyang Institute, Director of Tangshan Institute: take full charge of the institute; formulate the mode of the industry-academia-research collaboration in accordance with the university’s requirements; work jointly with other administrative and academic units in dispatching and coordinating the resources of disciplines, research, talents and achievements in a holistic manner to make comprehensive cross-disciplinary and cross-unit achievements; deliver a good performance in scientific research, education, industry-academia-research collaboration and the external relations based on where the institute is located.

2. Director of Faculty Development Center: take full charge of the center; formulate the strategies of career development for the faculty of the university; provide learning and exchange platforms on which the teaching concept of the faculty is renewed and the teaching competency is improved through training, researching, evaluating, consulting and coordinating the educational resources available; provide supports and services for faculty’ career development, and deliver a good performance in training the faculty’s teaching skills, researching the education and teaching, evaluating the teaching quality, building the teaching resources, regional consultation and international exchange and cooperation.

3. Dean of School of International Education: take full charge of the school; responsible for Chinese-Foreign joint education, international promotion of Chinese language and Pre-study abroad trainings and the related work; responsible for planning, managing, providing services and overseeing Chinese-foreign cooperatively-run and other Chinese-foreign joint schools and educational programs; responsible for developing, applying, and managing Confucius Institutes and the related programs;responsible for developing and managing the university’s “Ministry of Education’s Center for Pre-study Abroad Training and Research”, and carrying out pre-study abroad trainings and research through various kinds of educational resources available; responsible for apply, establishing and managing of intentional test centers and the relevant trainings; responsible for liaising with, communicating with and coordinating the domestic and overseas joint educational institutions.

4. Director of International Office: take full charge of the office; responsible for the university’s internationalization strategy and the supervisory of it; formulate internationalization policies, and develop major internationalization programs; responsible for arranging the university’s high-level visits; responsible for putting forward international activities enhancing the university’s national and international impact.

5. Director of Human Recourses Office: takes full charge of the office; develop the high-level professional personnel, administrative staff, and the university attendant teams; establish and improve the assessment and evaluation systems, and improve the incentive and guarantee mechanism to facilitate the university’s development in terms of teaching, scientific research and discipline;responsible for improving the competency of the faculty, arranging and administering the recommendation and application for the expert and talent programs at all levels; responsible for checking and ratifying the authorized size of the university units and designing of positions of all types and formulating and improving the human resource management system; arranging and carrying out employment of personnel of all types; arranging and carrying out the assessment and employment of professional technical positions university-wide; responsible for recruiting and retaining of talents and personnel employing of all types; leading the Management of University and Schools Program and the reform of income distribution system, and improving the performance evaluation system.

6. Director of Office of Strategic and Sustainable Development: take full charge of the office,responsible for research on strategies, major issues and policies of the university development, and research on the related technologies and policies in this sector; responsible for formulating the university’ medium- and long-term development planning, and analyzing the annual comprehensive statistics and the related annual assessment and evaluation; responsible for guiding the formulation of the specialized plans of the university and the categorized plans of the teaching and academic units; responsible for arranging the application, the Pilot Projects of State Educational System Reform and other major specialized education projects; responsible for the specialized investigation of and research on the university’s major decision-making issues , and the expounding and the proving of them; providing assistance in improving the faculty’s competence, and applying for and developing the Innovative Teams.

7. Vice dean of the School of Life Science and Engineering: assisting the dean in teaching, research, discipline development, recruiting and retaining of high-level talents, improving the faculty competency, international exchange, and administration.

IV.Term of Employment

The first term of dean position is 4 years. The renewal of dean position will be jointly determined by the work performances in the first term and the agreement between the candidate and SWJTU.

V.Treatments

1. Generous remunerations in consistent with the academic achievements and positions.

2. Special treatments for high-level talent candidates (e.g., Distinguished Young Scholars of National Science Foundation, Cheung Kong Scholars, and experts on the One Thousand Talents Scheme), in accordance with the Conditions for the Recruitment of High Level Talents in SWJTU.

VI. Recruitment Procedures
